AN AUXILIARY police officer who moonlighted as a car washer and aided a foreign worker to flout a work permit condition was fined a total of $7,500 on Tuesday.

M. Subramaniam, 42, was a Certis Cisco lance corporal at the Istana when he obtained a car washer's licence from the Housing Board to do car washing in Sengkang estate on July 18, 2003.

He also admitted to abetting an Indian national, Velayutham Kumar, to work part-time as a car-washer between September 2006 and April last year when Kumar was only allowed to work as a construction worker.

Deputy Public Prosecutor Karen Ang Aiping told a district court that in April 2003, Subramaniam used his wife's name to register a sole proprietorship, Evershine Services, to earn extra money.

Three months later, he obtained a car washer's licence from the HDB. Initially, he would wash cars at Hougang and Sengkang housing estates after his work hours as an auxiliary police officer.

Later, he started to allow foreign nationals on work permits to solicit at the car parks in return for paying him a monthly fee. The DPP said Subramaniam continued the car washing business until April last year. He did not have the permission of the Commissioner of Police to do so.

The court heard that between September 2006 and April last year, he received a total of $2,400 from Kumar for allowing him to work as a part-time car washer at Sengkang Central. Two other charges were considered during his sentencing.

He could have been fined up to $5,000 and/or jailed for up to two years under the Police Force Act. The other offence is punishable with up to a $5,000 fine and/or up to six months in jail.
