For many things in China, only the construction project matters. Same for land sales. Whatever happens afterwards, how much those buildings are being utilized, that's not important.

Also, Guizhou is a suakoo provincial place, building a 'financial center' there was already a silly idea. But as I said above, only the construction project matters. Even better if they can use inferior building materials, cut costs and pocket a larger sum of the budget money. That's the kind of country CCP-run China is.
