I think very difficult to cheat by the house because this is even more random that the normal roulette wheel even when perfectly weight-balanced.

The normal roulette wheels's randomness is mostly dependent on the mechanics of the wheel and the way the dealer throws the ball.

But this one is dependent on the mood of the animal, LOL.

Can but would have to be very small piece inside one of the holes and you can see the table spinning so would be impossible for the guinea pig to smell it even.
Moreover, you can see the guinea pig simply runs to hide in the nearest possible hole once the spinning stops. Unless it goes from hole to hole sniffing and selecting then its a different matter.
