A man was filmed allegedly urinating into the Singapore River at Clarke Quay on Feb. 27.

A passerby who recorded the incident told Stomp that the man's companion said to her in Mandarin, saying, "It's okay, it's nothing."


The men are believed to be non-locals.

One man allegedly told her to stop recording, even though another man, who was supposedly with the culprit, continued recording the act.

A video of the incident showed a man with his shirt hiked up, and his hands near his crotch.

One of the man's friends could be seen raising his hand to block the person recording the video.

The man is later seen returning to a vehicle believed to be a tour van.

The passerby shared that she had informed the men that urinating in public was illegal.

She subsequently lodged a police report.

Urinating or defecating in public is an offence under the Environmental Public Health (Public Cleansing) Regulations.

First-time offenders face a composition fine of S$300 and are liable to a maximum fine of S$1,000 if convicted in court
