Unlike PAP who only cut COE supply to control car population, Guangzhou govt has just implemented these measures to control car population........ Guangzhou govt salaries cost a fraction of PAP.

Forget Guangzhou and look at neighbouring Hong Kong. Are there ERPs in Hong Kong? Where's their COE? How then did the Hongkies manage to restrict the number of cars per capita to half that of Sinkieland? Super rich Hong Kong can't afford cars, is it? :rolleyes:
