Actually the rich don't really pay their share of the Income tax anyway.
I suggest introducing capital gains tax.,maybe 15 %. Presently speculators are not taxed.

It depends how you define "speculator".

If you make a one off killing, you'll escape the tax man's net.

If you trade you're taxed just like anyone else and profits are deemed to be income.
