Great disconnect on definition of corruption by CPIB, Subordinate Court & High Court

Re: Great disconnect on definition of corruption by CPIB, Subordinate Court & High Co

The great disconnect happens as the Familee has decided to use the SeePIB to deal with its critics instead of AyeAssD. WP is probably next on the Traitors' crosshair.

That's right. Still end up big time loser even if acquitted. $ and reputation down longkang. Stress for the one charged and his loved ones.

That's the risk of staying in sinkapore and being big mouth. To live in sinkapore, stay out of politics and don't get in the way of the PAP. The only political activity you can do is to cast your vote for the opposition. Do everything else surreptitiously.

My late grandpa gave me same advice in the mid-70s.

That's why Tan Siong Thye's promotion to the High Court was double-edged. Previously, he'd been the big fish in the small pond (Senior District Judge, ok), now, he's a tiny ikan bilis in a much smarter pond. Word has it that he can't even understand the jokes his 'brother' judges tell to each other.

It was a big joke when Tey Tsun Hang was convicted for 'sex for grades'. Any average intelligence person could see that the whole thing was trumped up. The main prosecutor witness denied that she need help to boost her grades and her grade proved it. And she said that she was in love. He was probably a sex maniac. And he didn't give her the higher grade that the CPIB had charged him for. Where was the 'sex for grade'?
The judge who decided for the prosecutor is the biggest clown of all. Imagine him attending international conferences and his foreign counterparts laughed at him.

Re: Great disconnect on definition of corruption by CPIB, Subordinate Court & High Co

Many definitions/types of corruption but to me the worst is Government, or 'political', corruption which occurs when an office-holder or other governmental employee acts in an official capacity for personal gain..

Just as bad is Judicial corruption which refers to.....misconduct of judges .. bias in the hearing and judgement of arguments and other such misconduct.....
Governmental corruption of judiciary is...... because the budget is almost completely controlled by the executive. The latter undermines the separation of powers, as it creates a critical financial dependence of the judiciary.......

Corruption occur at different scales and the most damaging is Systemic corruption (or endemic corruption)where corruption is primarily due to the weaknesses of an organization or process. ........
Factors which encourage systemic corruption include conflicting incentives, discretionary powers; monopolistic powers; lack of transparency; low pay; and a culture of impunity....

Types of corrupt gain include Favoritism, nepotism and clientelism which involve the favouring of not the perpetrator of corruption but someone related to them, such as a friend, family member or member of an association. Examples would include hiring a family member to a role they are not qualified for or promoting a staff member who belongs to the same political party as you, regardless of merit.

R. Klitgaard postulates that corruption will occur if the corrupt gain is greater than the penalty multiplied by the likelihood of being caught and prosecuted:

Corrupt gain > Penalty × Likelihood of being caught and prosecuted

The degree of corruption will then be a function of the degree of monopoly and discretion in deciding who should get how much on the one hand and the degree to which this activity is accountable and transparent on the other hand......

a high degree of monopoly and discretion accompanied by a low degree of transparency does not automatically lead to corruption without any moral weakness or insufficient integrity. Also, low penalties in combination with a low probability of being caught will only lead to corruption if people tend to neglect ethics and moral commitment. The original Klitgaard equation has therefore been amended by C. Stephan into

Degree of corruption = Monopoly + Discretion – Transparency – Morality

Many examples around us in the world... just fill in the blanks.
Some may not be caught until they are kicked out of power as its impossible to get evidence against the incumbent.
So its important to have changes in government so that corruption of those in power can be weeded out.

In USA , the Twenty-second Amendment bars anyone from being elected president more than twice, or once if that person served more than half of another president's term-a good example for the world to follow
