Actually in pappy Land, wearing helmets in riding motorcycles ...should be a optional thing.
Afterall, if peasants choose to die on their own accord in many other ways..

...also, maybe a foreseeable possibility, the paps do not need sinaporans any more in the island. So, the paps created the volunteer corps to defend sinapor by recruiting SPRs and foreigners.

Looks like you have never been to Geylang where the laws ceased to exist many years ago.
Motorcyclists riding fast and furious against traffic flow in a one way street, with or without helmet; motorised bicycle riders with or without pillion riders, speeding along the crowded roads or performing zig-zags without a hoot about hitting the pedestrians or riding against the flow of traffic.
People in other countries often mistakenly thought sinapor is a good country. Bring them to Geylang and they will be shocked.
