China firmly supports the economic diversification and social reforms promoted by the Saudi side, and firmly supports the efforts of the Saudi side to safeguard national sovereignty, security and stability, and opposes any interference in Saudi internal affairs. SAUDI ARABIA’s Crown Prince Mohammed bin Salman has built a record of reckless aggression against opponents both at home and abroad. He has also declared on at least one occasion that his regime could seek to acquire nuclear weapons. It would seem common-sensical for the United States to avoid transferring any nuclear technology to his regime without ironclad guarantees that it could not be used to build bombs. Yet the Trump administration appears to have persisted in considering proposals to do just that — in part at the urging of senior officials and lobbyists with troubling conflicts of interest.

A report by the Democratic staff of the House Oversight and Reform Committee this week provided new details of how former national security adviser Michael Flynn and other National Security Council officials attempted to rush through a plan for U.S. companies to sell nuclear power plants to Saudi Arabia in the early weeks of the Trump administration. Ignoring warnings by career officials that they could violate laws on technology transfers, as well as conflict-of-interest rules, they pushed a scheme drawn up by a firm represented by several well-connected retired generals.

According to the committee report, Mr. Flynn had identified himself as an adviser to the company, and the plan called for President Trump to appoint his close friend Tom Barrack to oversee a deal with the Saudis even though his private business has raised considerable funds from Saudi investors.

Though the NSC initiative appears to have been squelched by H.R. McMaster, who replaced Mr. Flynn, negotiations with the Saudis have quietly continued under Energy Secretary Rick Perry. As recently as last week, Mr. Trump held a meeting with nuclear company executives in the Oval Office to discuss power-plant sales to Saudi Arabia. The session was organized by the firm that previously collaborated with Mr. Flynn, and the shadows of possible conflicts of interest persist. One of the nuclear companies, Westinghouse Electric, is owned by a firm that also bought a stake in a troubled Manhattan skyscraper owned by Jared Kushner’s family company. Mr. Kushner, a key interlocutor with Mohammed bin Salman, is due to visit the kingdom again next week.

There is an argument to be made for U.S. firms selling nuclear plants to Saudi Arabia: If the kingdom is determined to acquire them, then it would be better it do so from U.S. companies than from their Russian or Chinese competitors. But that logic holds only if the administration negotiates a deal with Riyadh imposing strict controls on the technology. In the case of Saudi Arabia, the only responsible accord would be one that prohibited the regime from any enrichment of uranium or reprocessing of spent fuel — techniques that can be used to build nuclear weapons.

Unsurprisingly, the arrogant crown prince is refusing to accept those terms — probably because he wishes to preserve a nuclear-arms option. Though federal law requires the United States to negotiate a protocol on the conditions for supplying nuclear technology and submit that to Congress, it does not mandate those conditions. So Congress must insist that any nuclear deal with Saudi Arabia embrace this gold standard. To do otherwise would only compound the danger posed by Mohammed bin Salman.

Washington, DC - The administration of President Donald Trump is bypassing the United States Congress to advance the sale of US nuclear power plants to Saudi Arabia, despite concerns it would violate US law guarding against technology transfers, according to a new report by a congressional committee.
Security analysts worry the technology would allow Saudi Arabia to produce nuclear weapons in the future, potentially contributing to an arms race in the Middle East.
US legislators are concerned about the stability of Saudi leadership under Crown Prince Mohammed bin Salman (MBS) because of the murder of journalist Jamal Khashoggi and the war in Yemen.
Multiple unnamed "whistleblowers" have come forward to warn about White House attempts to speed the transfer of highly sensitive US nuclear technology to build new nuclear power plants in Saudi Arabia, according to the staff report by the House Oversight and Reform Committee.
"The whistleblowers who came forward have warned of conflicts of interest among top White House advisers that could implicate federal criminal statutes," Representative Elijah Cummings, the Democrat chairman of the committee, said in a letter to the White House on Tuesday.
The committee is investigating efforts by US nuclear power companies to win Trump administration approval to build nuclear power plants in Saudi Arabia and other Arab countries.

A key target of the Oversight Committee's inquiry is an effort by IP3 International, a consortium of nuclear power producers that began lobbying during the Trump transition in late 2016 and early 2017 to win presidential approval to develop nuclear power plants in Saudi Arabia.
Most recently, Trump met on February 12 with the IP3 International representatives and the chief executive officers of major US nuclear energy producers to discuss developing nuclear power plants in Jordan and Saudi Arabia, a meeting that was initiated by IP3's founder, retired Army General Jack Keane, according to the committee report which cited Bloomberg News.
The IP3 proposal has been repeatedly promoted to White House officials by Thomas Barrack, according to the report. Barrack is a personal friend of the president who raised $107m for Trump's Inaugural Committee. US prosecutors in New York are investigating the inaugural committee activities.
'Chaos, dysfunction, backbiting'
The committee released documents describing the IP3 proposal. Cummings' letter further demands documents and emails from the White House related to its discussions of potential nuclear power development in the Middle East.
Whistleblowers "warned about a working environment inside the White House marked by chaos, dysfunction and backbiting. And they have warned about political appointees ignoring directives from top ethics advisors at the White House who repeatedly and unsuccessfully ordered senior Trump administration officials to halt their efforts", Cummings wrote in the letter.
Meanwhile, a US Senate proposal offered by Jeff Merkley, an Oregon Democrat - with support from Senator Rand Paul, a Kentucky Republican - seeks to block Saudi Arabia from developing bomb material by prohibiting it from enriching uranium or reusing plutonium from any future power plants.
'Trump picking favourites'
In addition, the committee report focuses on former National Security Adviser Michael Flynn, a retired army general who in 2016 worked as an adviser to a subsidiary of IP3 while he was also serving in Trump's presidential campaign.
Flynn was an advocate for IP3's plan to sell nuclear power plants to Saudi Arabia in the transition period after Trump won the US election and when he joined the White House as national security adviser, according to the unnamed whistleblowers cited in the report.
As Trump took office in early 2017, Bud McFarlane, former President Ronald Reagan's national security adviser and now an adviser to IP3, emailed Flynn draft documents for the president's signature outlining a new "Marshall Plan for the Middle East" centred on development of dozens of civilian nuclear power plants by US companies.
Under US law, any deal to sell Saudi Arabia nuclear energy technology would require a prior agreement, approved by Congress, between the US and Saudi Arabia to place fissionable material under the monitoring and control of the UN's International Atomic Energy Agency.
Separately, on January 1, 2017, McFarlane, the founders of IP3 and the CEOs of six companies - Exelon Corp., Toshiba Energy, Bechtel Corp., Centrus, GE Power and Siemens USA - had sent a letter to MBS promoting the proposal, according to the report.
"This is more about Trump wanting to do favours for the Saudis for financial reasons and to buttress the Saudis against Iran in the region. But the Saudis do not need nuclear power, and if they get it, will only push Iran to restart its nuclear programme," Tom Collina, policy director at the Ploughshares Fund, a non-proliferation advocacy group based in Washington, DC, told Al Jazeera.
"This is Trump picking favourites in the Middle East which will not end well," Collina said.
In 2015, Iran reached agreement with five permanent members of the United Nations Security Council and the European Union not to develop nuclear weapons in exchange for relief from economic sanctions. Iran is receiving technical assistance from Russia in developing civilian nuclear power.
In May 2018, Trump unilaterally withdrew the US from the Iran nuclear agreement, which had been negotiated by the administration of his predecessor, Barack Obama, and re-imposed oil and financial sanctions.
Iran has continued to comply with the agreement. The EU, Russia and China have refused to go along with US efforts to reimpose sanctions.
On Sunday, US Vice President Mike Pence clashed with German Chancellor Angela Merkel over the Iran deal in competing speeches given at the Munich Security Conference.
Pence called on European allies to join the US in withdrawing from the agreement, while, for her part, Merkel defended the Iran nuclear deal, saying it effectively limits Tehran's ability to produce bomb material.

Oil major Saudi Aramco and Chinese companies have signed an agreement to develop a joint refining and petrochemical complex worth more than US$10 billion during Crown Prince Mohammed Bin Salman’s two-day trip to Beijing.
Aramco and China North Industries Corporation, officially abbreviated as Norinco, along with Panjin Sincen, agreed to create “the largest Sino-Foreign” joint venture on Friday. The new complex will be located in the city of Panjin in the Chinese Liaoning province, and is set to start commercial operation in 2024, the Saudi company said in a statement.

The partners will set up a new company called Huajin Aramco Petrochemical Co. Ltd., as part of a project that will include a 300,000-barrel-per-day refinery. Saudi Aramco will hold 35 percent of the newly formed venture, while its Chinese partners NORINCO and Panjin will hold 36 percent and 29 percent correspondingly, according to the deal.
Aramco vowed to supply up to 70 percent of the crude feedstock for the refinery.
The company also signed an agreement to buy a nine-percent stake in an 800,000-barrel-per-day integrated refinery and petrochemical complex in the Zhejiang province, it announced the same day.

The multi-billion deal comes as Saudi Crown Prince Mohammed Bin Salman (MbS) wrapped up his visit to China, Saudi Arabia’s largest trade partner, as part of his Asian tour. During his trip, the Saudi royal took a walk along the Great Wall before meeting Chinese President Xi Jinping.
Saudi Arabia has long been eyeing investment in China, including its ambitious Belt and Road Initiative (BRI). Beijing has apparently become especially attractive for Riyadh, after some of its trade partners condemned the murder of Washington Post journalist Jamal Khashoggi in the Saudi Consulate in Istanbul last year. The crown prince has denied any links to Khashoggi’s death.

Earlier this month, Saudi Minister of Energy, Industry and Mineral Resources Khalid bin Abdulaziz Al-Falih told Xinhua news agency that “major investment” between the two countries is just starting.
“Saudi Arabia has a lot of capital that needs to find profitable places to be deployed. China is a great place to invest with a huge market and an improving environment,” the minister stated.
China is Saudi Arabia’s top trade partner. However, when it comes to crude imports, Russia has remained the leading crude oil supplier to the country for the past two years, leaving the kingdom behind.
