The government is bloated at the cabinet level. Creating nebulous jobs to feed greedy pigs. Gay Loong got so many ministers in his office. Then education ministry got two full ministers and one or more junior ministers. How many ministers do you need to take charge of housing? There is Minister of National Development, there is MSO minister, there are mayors, umpteen number of minister of states, aka junior ministers. The cabinet can easily be halved.
