If you're a local, even if you don't have a job you will lan lan have to stay in Singapore and remain a Singaporean.

If you're a foreigner, you cannot stay in Singapore unless you're offered a job.

I think this is the reason why PMET jobs are going to foreigners even when Singaporeans are qualified.
