The funds in the coffers of the Government of Singapore Investment Corporation (GIC) and Temasek Holdings, do they belong to the government or to the citizens of Singapore?

In China, the Chinese government has made it clear that the sovereign wealth funds belong to the government, whatever that means. They don't belong to Chinese citizens.
