美中貿易戰延燒不斷，另一波戰火又悄然升起。一位署名「W.N.」的美國民眾，9月4日時，在白宮請願網站「WE the PEOPLE」發起一項「要求中國共產黨政府贖回帝國王朝的債券」的請願連署。這項連署目前已通過10萬人次的門檻，美國當局需在60天內給予回覆。

提案內容指出，「滬江鐵路債券於1911年出售，用於建設中國漢口到四川的鐵路，中國共產黨政權建立後當然不承認這筆債務，但該現在的中國應繼承其前身留下的所有權利與義務。」
提案呼籲，「美國應對中國的共產政府實施追債，這是切實可行、而且合法的，如果中國政府拒絕贖回清朝債券，美方應凍結中國持有的美國國債作為補償，或是要求中國放棄手中持有的美國國債，也可阻止中國在國際市場上出售新債券。」

美國媒體「彭博社」曾報導，清朝政府1911年為了資助湖廣鐵路建設而出售了這批債券，這批目前價值1兆美元的國債，即為「湖廣鐵路五厘利息遞還金英鎊借款債券（湖廣債）」。不過，清朝被推翻後，中華民國一直不承認這些債券；1949年，中共建政後也同樣不認。儘管如此，這數十年來，美國人都有持續追討這筆債務。

此外，立委黃國昌先前曾在臉書發文表示，「對於這筆債務，中華人民共和國向來的立場是『不認』，主張這是『中華民國』該繼承的債務，與他們無關。尷尬的是，中華人民共和國向來聲稱自己是『中國』的唯一合法代表、世界上只有一個中國啊！」
黃國昌直言，「不要以為這個從1911年發行的債劵，怎麼可能現在可以追討？而太快作出否定結論。根據主權債券專家、杜克大學教授古拉提（Mitu Gulati）的分析，儘管追討程序將異常複雜困難，但「在法律上這些是完全有效的債（at a legal level these are perfectly valid debts）」！」
