$500 million (half a billion bucks) is spent on scholarships for foreigners annually; actually the figure is higher because not too few of the recipients are required to convert to sinkee citizenship (so they are not counted as foreigners any more but they are still receiving scholarships because they were foreigners).
Why can't they divert 80 percent of that money to help sinkees?
