KNN as far as my uncle knows amdk used the term technician as a more professional title than local firms KNN eg when google wants to hire a technician it has to go through many many many rounds of interviews (upto 6 rounds my uncle recall) unrike local firm KNN historic technician in sg used to earn a lot due to many ots and allowances but not the basic celery KNN
 
In sg there are 2 types of technician KNN those technical technician is done by bengs servicing factory machinery and lowly paid whereas eg pharmacy technician or Google technician is the high class type KNN so the pmet is leefering to the latter correct KNN

The Director of MOM feels great achievement by decreasing the foreign PMET in our total PMET from 45% to 42%. Not mentioning that the decrease in % may due some foreign PMET already converted to PR or citizen of Singapore.
The reasonable % of foreign PMET in Singapore should not be more than 20%, so they should cancel more S Pass and Employment Pass so to enable our local employed PMET to get jobs
