THE former head of the colorectal department at the Singapore General Hospital has lost his fight against a three-month suspension for failing to obtain informed consent from a patient before performing a procedure to treat a severe case of piles.
Dr Eu Kong Weng is the first medical practitioner to be suspended on informed consent charges, after a three-judge court dismissed his appeal against conviction and sentence.
The court, comprising Chief Justice Chan Sek Keong, Justice Andrew Phang and Justice V. K. Rajah, agreed that a suspension was called for.
In a written judgment, the court said it considered the importance of obtaining informed consent from a patient before performing invasive surgery and the mission of the Singapore Medical Council to raise the standard of medical treatment here.
The complaint against Dr Eu was brought by businessman Ang Gee Kwang, who saw the senior consultant on July 10, 2006.
Mr Ang alleged that Dr Eu did not mention the risks and complications of staple haemorrhoidectomy before he underwent the procedure three days later. Subsequently, Mr Ang felt abdominal pain and it was found that his rectal area was infected.
