I wrote to town council on their website and one of their property official will have to reply to me no matter is 24-hour, 3-day,7-days later.
don't see reply, write again to HDB website, sure will one property official to reply.
you may have to send photo or even invite the PO down to meet you and point to him exactly where and what (yes they are hopeless, just doing their job, not the most bright)

actually,i am surprised that the town council cleaners who sweep the corridor every other day, wash the corridor every month don't even report to town council supervisors all these bastards who extended their living into common spaces with dining table and chairs.
