I don't see what's wrong. It's maximization of ulitity of seating space except for those unable too, e.g. handicapped or too fat. Priority seats are free for all as long as they're no handicapped or elderly or pregnant there. What's wrong then? Stand and leave the seats vacant while you can share it with friends? I've even let my GF sat on my lap to give a seat to handicapped, elderly or pregnant even when it's normal seat, not priority seat. Or, both of us stand when both seats are need by needies.
 
If there are handicap or needy elderly standing beside waiting for the seat but these buggers refuse to give up the seat, then sounds reasonable to KPKB. But if they do not mind stacking up like acrobats without creating physical discomfort to the next adjacent passenger, it's perfectly OK. Not the first time reading Boliao stomper who stomps for sake of stomping.
