Frequent floods and Marina Barrage

Since Marina Barrage was completed there has been many floods,

Is this a coincidence or is there a relationship

Can anybody with the technical knowledge try to make this clearer to idiots likes me who spent all my money cheonging Geylang and have to swim there these few days

  1. the useless Rochor Canal redirection works;
  2. the S$1b 'river' that Inderjit Singh boasted about during the recent GE;
  3. the massive concretization of our underground space;
  4. the control of the various floodgates along the canals, i.e., who decides when to release water and who actually releases it.
