Ong Teng Cheong was the one who said this. He also said that it would have been cheaper to give every disabled person a car so that they can move around. The truth, of course, was that no disabled person got any cars and the statement was true only for a short while.

Yup OTC was against the mrt in the 1st place. But tat time pappies were very frugal w money..but now they very frugal with money for the people but damn generous with themselves.

I don't think OTC was against the MRT. In fact, he put his neck out to advocate for the MRT against the much favoured TT. But OTC was not above the shortsightedness of refusing to provide for the disabled. They all failed to see that it was not just a cost and benefit analysis - it was (and is) about not separating the abled and disabled.
