Net buzzing over identity of mystery S’pore callgirl

Just who is this underage callgirl involved in a widening high-profile sex scandal that has embarrassed 48 men and counting?

To date, 48 have been charged for allegedly having paid sex with the girl, who worked for a now defunct online prostitution website.

Among the biggest names tied to the case are prominent local newsmaker Howard Shaw, former UBS top banker and Swiss national Juerg Buergin, an ex-school principal, an ex-teacher and several top civil servants.

The girl is believed to be 17 – below the legal age for prostitution -- when the alleged offences took place between September 2010 and February 2011.


Court documents have identified the girl on Wednesday but she cannot be named after the court allowed a prosecution application to impose a gag order to protect her identity.

The gag order, which prohibits the publication of any information that could lead to the disclosure of the girl’s identity, also applies to members of the public.

But that has not prevented netizens from speculating and spreading photos of the alleged callgirl online.

Among the issues being hotly debated on online forums – the prices she charged (between $500 to $750 per session, according to the charge sheets), how she had managed to conceal her real age, her background and even why she has not been named and shamed.

“The underage gal charges $500 per hour?” exclaimed Yahoo! user Princess Cathie.

“She must really be somebody that causes men of status to (go) head over heels, giving up their reputation, career and family...”

“Who will pay $500 for a pros?”, agreed Ang. “(That's) over market rate by five-fold."

Another user libby was among many who felt it was unfair the girl has been made to look like the victim.

“First, she is underaged, then she's a 'callgirl'. Why are clients being blamed here?” she wrote.

“Why is this woman being shielded?” Lenen also questioned.

“She profited from her acts the whole time. She knew what she was doing was wrong -- she was not 'made use of'.”

While prostitution is not illegal in Singapore, it is a punishable offence to have paid sex with anyone under 18. This carries mandatory imprisonment up to seven years and a possible fine.

The punishment for breaking a gag order is a fine of up to $5,000 or jail time of up to 12 months, or both.

Third batch of accused to be charged soon for having commercial sex with minor tre



The third batch of people who had commercial sex with an underage teenage prostitute will be charged in Court soon, according to media reports.

Among the third batch of people to be charged, it is reported that they would include well-known lawyers, business and financial professionals and a high-ranking SAF officer.


So far, 48 people have already been charged for having commercial sex with the same teenage prostitute, including civil servants, UBS banker, navy officer, businessmen, school principal, executive director, professionals from financial industry, an Indonesian entrepreneur, police superintendent, NEA in-house counsel, grandson of Shaw organization and PA grassroots leader.

Up to 80 people were believed to have been summoned by the Police earlier to assist them in their investigations.

The shocking cases came to light after the Police broke up an online vice ring earlier this year. A list of clientele of the vice ring came into the possession of the Police. As one of the prostitutes was under-18 at the time, the men who had commercial sex with her have all been charged under Penal Code Cap 224, sec 376B(1), which states:

“Any person who obtains for consideration the sexual services of a person, who is under 18 years of age, shall be punished with imprisonment for a term which may extend to 7 years, or with fine, or with both.”

Although members of the public were condemning the men for having commercial sex with a minor, others faulted the girl and wanted the girl’s identity to be revealed so that she can be shamed publicly as well.

Para 1, Sect 376B of the Penal Code (Chap 224) states:

"Commercial sex with minor under 18

376B. (1) Any person who obtains for consideration the sexual services of a person, who is under 18 years of age, shall be punished with imprisonment for a term which may extend to 7 years, or with fine, or with both."



Para 4 defines "sexual services" as:

"(4) In this section, “sexual services” means any sexual services involving —

(a) sexual penetration of the vagina or anus, as the case may be, of a person by a part of another person’s body (other than the penis) or by anything else; or

(b) penetration of the vagina, anus or mouth, as the case may be, of a person by a man’s penis."



Section 377C (d) {Interpretation of sections 375 to 377B (sexual offences)} defines "sexual" as:

"(d) penetration, touching or other activity is “sexual” if —

(i) because of its nature it is sexual, whatever its circumstances or any person’s purpose in relation to it may be; or

(ii) because of its nature it may be sexual and because of its circumstances or the purpose of any person in relation to it (or both) it is sexual;"


So the handjob or no penetration excuse is a no go.

Men charged with sex with minors

SINGAPORE: Six men were charged in court on Friday with having sex with underage prostitutes.

The men, aged 24 to 59, were charged with obtaining the sexual services of three Vietnamese girls, aged between 16 and 17, in July last year.

They allegedly paid the girls S$100 to S$200 per session for sexual services.

The accused are 55-year-old Loh Kian Ann, 45-year-old Yee Yew Seng, 40-year-old Chan See Sean, 54-year-old Wee Lian Kee, 59-year-old Seah Seng Kok, and 24-year-old Justin Guo Zhijia.

If convicted, they could be jailed for up to seven years, fined or both.

Under the law, it is illegal to pay for sex with anyone under the age of 18.

Three other men were charged in connection with this case.

The three -- 69-year-old Loy Hee Cheng, 60-year-old Tan Wah Eng and 52-year-old Chong Heng Kow -- were charged on Friday morning with abetting the offences in March, June and July 2011.

They will face the same penalties as the six men.

Court documents stated the three men had conspired with Seng Swee Meng and his Vietnamese wife Ngo Tien and obtained money ranging from S$100 to S$120.

This was said to be for the consideration of sexual services of the underage girls and they have thereby abetted the offences of the six men.

Seng faces multiple charges of harbouring 30 hostesses and prostitutes and also of running a brothel.

The Vietnamese girls were said to have worked at various pubs located in Joo Chiat and Geylang at the time of the offence.

Seng is expected to be sentenced on 11 April 2012.

His wife has skipped town and a warrant for her arrest has been issued.

These cases are not related to the ongoing online vice probe.

Man jailed for having sex with underage prostitute

SINGAPORE: A former security consultant was jailed four months on Tuesday for having sex with an underaged Vietnamese prostitute.

49-year-old Winson Chan Swee Teck was found guilty of paying the girl S$100 for her sexual services.

The girl, who is now 17 years old, cannot be named to protect her identity.

Chan is one of three men who were earlier charged for having commerical sex with the same girl.

Chan, who is divorced, had sex with her at a hotel at Lorong 28 Geylang in July 2011. This was after the girl lied that she was 20 years old and refused to show him her passport.

The first of the trio to be sentenced for the offence was a former land and estate executive with the Singapore Land Authority.

57-year-old Kum Chin Tiong, was sentenced to nine months jail in January after he pleaded guilty to paying S$100 for sex with the girl.

A third man, 55-year-old Yeo Joo Meng, a store personnel, also allegedly paid the girl between S$100 and S$130 for her sexual services.

It is an offence to pay for sex with a person under 18 years of age. If convicted, they could be jailed for up to seven years and fined.
