I think people are reading too much into this. Lhl just concluded his state visit to china on 26 August. It wouldn't make much sense for xi jiping to reciprocate a state visit within a month. . Whatever they could discuss have already been raised during August visit and would be quite redundant to meet so soon.

It is neither a snub nor a slap. This is just done to flatter the neighbors. It is just like Singapore being the last in the region to recognize China back in the 70s. Singapore and China are as thick as thieves. International wayang.
