The problem is they always want to use "new" drugs, which is very very expensive (with doubtful effects too). Only the fat cats in pharmaceutical firms make big money out of it. If they can stick to old effective drug, don't care what the new drugs claim, the cost can be lower. Of course the big overhead at hospitals and don't know how they compute cost also contribute to the high cost (a similar case is how they compute the lift upgrading cost and give you a 90% discount).
