Convenient excuse from the PAP.

It will continue to import the beloved FTs, because their low wages are fantastic for big businesses, many of whose owners are closet cronies of the PAP regime. Don't forget the FTAs signed with China and India, opening the labour market to them was part of the deal.

By reframing this 'problem' and blaming it on the locals' low fertility rate, it can justify the need to import FTs as an inevitable necessary evil, while at the same time portray themselves as the good people who're only having the country's best interests at heart.
