SINGAPORE: Deputy Prime Minister Teo Chee Hean on Friday said integrating anti-terrorism efforts into the daily routine of Home Team operations is a priority.
Mr Teo, who is also Coordinating Minister for National Security & Minister for Home Affairs, said counter-terrorism should not be seen as a stand-alone function, and should be incorporated into the mainstream work of officers at all levels.
Mr Teo was laying out focus areas to maintain Singapore's safety and security at the third annual Home Team Convention on Friday.
Mr Teo said: "Terrorists will modify their methods and their techniques and they don't always use the same techniques.
On the recent triple explosions in Mumbai, "It was improvised explosive devices, which is different from the last attack in Mumbai, so we have to be vigilant across a range of different possibilities.
"It also shows that Singaporeans as well need to be vigilant and also the security agencies depend on their cooperation."
Another priority for the Home Team is to engage the community.
To achieve this, a Home Team Volunteers Network has been setup. It is chaired by former Home Affairs Senior Minister of State Ho Peng Kee.
Associate Professor Ho said: "Hopefully more Singaporeans will become home affairs volunteers."
The network serves as a platform for volunteers to exchange ideas and promote a shared identity.
This can be done through dialogues, for example.
There are currently over 16,000 people who have put in time as volunteers in various capacities contributing to the Home Team's efforts.
These efforts will also get a boost from investments in technology, which in turn will help officers tackle an increased workload.
The Minister noted that recruitment over the years has not kept pace as workload increases.
