1. From 3rd world country, preferably a dictatorship or autocratic country like Burma, Vietnam or Cambodia.
2. Only those with lower qualifications who are unlikely to move on and too dumb to see the PAP for what it's worth.
There was a Stanford-educated lecturer at SMU who was rejected too a while back.
Hope the 66% wake up and do the right thing this time round.
