Assuming the stats are based on the number of birth certs issued by Singapore Authorities, factors that can skew the stats are:
1) Malaysian and FT PR couples who give birth in their home countries, leaving their kids back home and becoming long distance or weekend parents.
2) Migrated Singaporeans nationals with PR overseas who give birth to more kids overseas than in SG due to more a conducive family life.
3) DINK Westerner PRs who value their freedom and individuality more than the joy but responsibilities of parenthood
4) DINK locals slaving away at work, living with parents in a HDB hoping to save up for a home before moving out.
5) Proponents of sexual promiscuity and hedonism, promoting short-term gratification of the one against long-term wellness of the whole.
5) Childless mid-30s couples whose material aspirations for luxurious lifestyles far outweigh the size of their wallets.
If the SG government is serious about immediately improving TFR for the sake of the long term, then they are better off attracting child-bearing middle-class educated FT couples with generous pregnancy benefits with the condition that their child will be born in Singapore and given immediate citizenship. Pregnancy benefits for PRs and Citizens could be to the effect of increasing government co-payments on kids savings, formation of co-op groups with economies of scale in purchasing child needs and products from the cheapest sources, all the way through schooling age.
Finally, containing the spread of homosexuality via societal pressure would also help mitigate the multiplier effects the negative influences that these evolutionary defectives have in sexually grooming the young and naive towards their lifestyle.
