During the Nationa Day Rally in Aug last year, about 3 months after the General Election 2011, PM Lee speaking to Singaporeans assured everyone that the inflow of foreign workers will be managed and moderated.
He said:
The latest figures released by the Department of Statistics (DOS) on 28 Sep seem to tell a different story.

From mid-2011 to mid-2012,
In the span of 8 years from mid-2004 to mid-2012, the foreign population (including PR) in Singapore has increased from 1.1 million to 2.0 million (i.e. greater than 80% increase) and the percentage they form of the population in Singapore has risen from 26.6% to 38.2%.
The following table shows the increase in number of foreigners (including PR) into Singapore each year for the last 8 years:

We can see that from mid-2011 to mid-2012, a net total of 100,900 foreigners (including PRs) were imported into Singapore, representing a 5.2% increase. This compares badly with the previous year’s figure (i.e. mid-2010 to mid-2011) of 80,400 (4.4% increase).
Clearly, despite what PM Lee promised in Aug last year, he DID NOT moderate the number of foreigners coming into Singapore. To the contrary, the number 100,900 from Jul 2011 to Jun 2012 is larger than the number 80,400 for the previous period. And percentage-wise, the increase is correspondingly more (5.2% vs 4.4%).
Where is the “tightening up on foreigners progressively” which was promised to Singaporeans?

“I can fully understand and empathise with these concerns because it has been a difficult ride – bumpy, stormy and causing anxiety from time to time. But we are tackling these problems, building more flats, improving our public transport, managing the inflow of foreign workers and immigrants. It will take a while to solve these problems because they are big and complicated issues, but we are heading in the right direction and things will gradually get better.
He also assured that he has tightened up on foreigners progressively:
I understand those feelings but we need some non-Singaporeans to complement the Singaporeans and to make up our shortfall. But at the same time, we also realise that it is important that Singaporeans remain the core of our workforce. We cannot become like the Gulf states where 80 per cent of the people who are working are foreigners and if you go there, whether it is the person in the hotel, whether it is the bank, whether it is the airport counter, or any of the jobs, it is foreigners working and we cannot be like that. We have tightened up on foreigners progressively.
He said he would manage and moderate the influx of foreign workers and put Singaporeans first:
Yes we will moderate and manage the foreign workers but we have to bring in enough so that we have the manpower and the talent to grow and to prosper. This is what we must do when it comes to putting Singaporeans first, stay open but moderate our policies, solve the problems, whether it is housing, whether it is education, whether it is jobs.
The question one needs to ask is: are things getting better a year after PM Lee made his promise at last year’s National Day Rally? More importantly, has he really managed and moderated the inflow of foreign workers?

- Total Singapore population increased from 5.18 to 5.31 million (2.5%)
- Singapore population increased from 3.26 to 3.29 million (0.9%)
- PR population increased from 532K to 533K (0.2%)
- Non-resident foreign population increased from 1.39 to 1.49 million (7.2%)
- Total foreign population (including PR) increased from 1.93 to 2.03 million (5.2%)
