Fake Genral says there's no groupthink in PAP you believe?

When they are about to be a candidate for MP with a possibility of being a ministar, they groupthink. ;)

When they are about to step down (or be kicked out), suddenly they thinkoutofthebox. :D

They love groupthink, it's like mutual masturbation. And when their pay cheques come, they will orgasm together. :D

Groupthink per se is not necessarily a bad thing.
But in the hands of incompetents, it is a very dangerous drug,
when they say to each other: You think so too? Then it must be a
great idea! Let's do it then!

Groupthink is never a good thing. Individual opinions, open debate and reasoning, and then consensus.

For example, the PAP MPs are never free to vote against their Party Whip on certain issues. You do not need this restriction, unless you just want forced groupthink.
