The four Government-funded universities have increased their tuition fees for academic year 2013/14. The increase is bigger for PR and foreign students compared to Singaporean students.
In the case of SMU, the annual tuition fees for academic year 2013/14 are as follows:

As can be seen, the tuition fee increase for foreigners is about 10.7% while that for PRs is 7.9%. The increase for Singaporeans is 1.9%.
As highlighted in the news article (‘Local universities ‘hiding’ tuition grant info of FT students?‘), the amount of subsidy (i.e. tuition grant) given to all university students is no longer available on university websites.
Note that the practice of MOE is to give the same tuition grant to all students including PR and foreign students. Also note that the total tuition fee (grant included) is not the same for all students. PR and foreign students pay higher tuition fees than Singaporeans do. In return for receiving the free tuition grant from MOE, PR and foreign students need to serve a bond working in Singapore for 3 years after graduation.
So, how much tuition grant, and therefore, percentage subsidy, is given to PR and foreign students? A reader has somehow got hold of this information and forwarded it to TRE. For the SMU students in AY2012 intake, including PR and foreign students, all were in fact given a flat tuition grant of S$21,900:

Working backwards, we can then derive the actual percentage of subsidy the Singapore Govt is giving to SMU students for the AY2012 intake:
