The four Government-funded universities have increased their tuition fees for academic year 2013/14. The increase is bigger for PR and foreign students compared to Singaporean students.
In the case of SMU, the annual tuition fees for academic year 2013/14 are as follows:
SMUfee.jpg
(Source ST)

As can be seen, the tuition fee increase for foreigners is about 10.7% while that for PRs is 7.9%. The increase for Singaporeans is 1.9%.
As highlighted in the news article (‘Local universities ‘hiding’ tuition grant info of FT students?‘), the amount of subsidy (i.e. tuition grant) given to all university students is no longer available on university websites.
Note that the practice of MOE is to give the same tuition grant to all students including PR and foreign students. Also note that the total tuition fee (grant included) is not the same for all students. PR and foreign students pay higher tuition fees than Singaporeans do. In return for receiving the free tuition grant from MOE, PR and foreign students need to serve a bond working in Singapore for 3 years after graduation.
So, how much tuition grant, and therefore, percentage subsidy, is given to PR and foreign students? A reader has somehow got hold of this information and forwarded it to TRE. For the SMU students in AY2012 intake, including PR and foreign students, all were in fact given a flat tuition grant of S$21,900:

.
SMU021.jpg

Working backwards, we can then derive the actual percentage of subsidy the Singapore Govt is giving to SMU students for the AY2012 intake:
SMU 2012 intake
SGPRFT
Student Pays
Law11,82515,61621,751
Others10,69714,13319,693
Actual Total Fee incl Govt Subsidy of $21,900
Law33,72537,51643,651
Others32,59736,03341,593
% of Total Fee the Student Pays
Law35%42%50%
Others33%39%47%
% of Subsidy the Student receives
Law65%58%50%
Others67%61%53%

So, in the case of Law, the government subsidized:

 • Singaporean – 65%
 • PR – 58%
 • Foreigner – 50%
In the case of non-law degrees, the government subsidized:

 • Singaporean – 67%
 • PR – 61%
 • Foreigner – 53%
Of course, PRs and foreigners on scholarships are not at all affected by fee increases. They are 100% subsidized.
Whether it is fair to Singaporeans (male Singaporeans must serve NS) or not, let our readers be the judge.

The corrupt PAP cannot be trusted. It screws Singaporeans with its pro-alien policies and use taxpayers’ money to subsidise foreigners.
Throw out the corrupt, greedy, incompetent and pro-alien PAP.

So in other words we Singaporean born and bred here in our own country is worse off than foreigners. We are supposed to “die” for our own country (NS) and yet we are treated like 3rd. class citizen. Fantastic, why did we vote the PAP government every year, either we are “stupid” or the PAP people are damned smart.

Looks like this government is doing a “Singaporean cleansing” to get rid of those that voted against them.

In the first place why is there a need to increase fees every year. With all the bloated reserves, can’t they absorbed it.
If anything, make PRs and FTs bear a higher increase to offset payment by Singaporean students.

I am told most of the foreigners are on scholarships to a tune of $36m a year. That’s out of singapore’s money.
Money that should be spent on helping less fortunate singaporean’s children.
Cannot understand what PAP must be thinking. They really are screwed up up there.
No choice but to vote them out in GE2016.

Why does it take so much to operate a university, particularly SMU which does not even have engineering and science labs.

Assuming 3000 students intake per year, we are looking at at least $100+ mil in tuition fees revenue per annum. I suspect that the university sector is too bloated and time is ripe for a shakedown.

Of course, tertiary education is a highly lucrative business. What, did you think they were concerned with providing quality education for the locals when those plots of land in Bras Basah were earmarked for constructing SMU?
