A recent survey of 500 firms showed that more than 300 companies currently hire 'S' Pass holders. However, 29 per cent of these companies indicated they will be hiring less foreign workers, as compared to the 18 per cent which said they will hire more.
'S' Pass holders are usually mid-level skilled foreigners, such as technicians. These workers are mostly found in the service and industrial sectors.
For those who chose to hire less foreign workers, they gave reasons such as being deterred by the higher foreign worker levy, and reaching the foreign worker quota.
The main reasons companies cited for hiring more 'S' Pass holders - companies 'can't find Singaporeans to do the job', and business expansion.
The survey, conducted by manpower solutions company Achieve Group, looked at hiring trends for the second half of 2011, as it polled companies on whether they would hire more or less foreign workers for that period, in a report carried by The Straits Times.
'E' Pass holders were a different story, with 404 companies currently hiring such workers. They come primarily from industries such as banking and telecommunications. These foreign workers usually hold professional, managerial, executive or specialist jobs and earn at least $3,000 a month.
At least 70 per cent of the companies which had 'E' Pass holders on their payroll said they preferred to hire Singaporeans, while 4 per cent said they would rather hire 'E' Pass holders.
Those who favoured Singaporean workers quoted the lower salaries drawn by locals, and a perceived greater sense of loyalty and responsibility from these workers. Eighty-five per cent of the participants cited 'lesser administrative work' needed when hiring Singaporeans, and a better knowledge of the local market.
