On 20th August 2015, the Prime Minister has amended the rules banning
election advertising in the vicinity of polling stations.
The previous provision of the Parliamentary Elections (Election Advertising)
Regulations read as follows:
Regulation 18—(1) No person shall display or cause to be
displayed during the campaign period of an election any poster or banner within
200 metres, or such shorter distance under paragraph (2), of
any polling station.
The new amended provision which took effect yesterday and will therefore
apply to the upcoming GE reads as follows:
No person shall display or cause to be displayed during the campaign period
of an election any poster or banner within 50 metres, or such
shorter distance under paragraph (2), of any polling station.
All political parties should take note.
Another amendment made by the Prime Minister to the election expenses is
found in the Third Schedule to the Parliamentary Elections Act (Cap 218). The
new provision reads as follows:
The maximum amount which a candidate at an election or his election agent
can pay or incur on account of or in respect of the conduct or management of the
election shall be —
(a) in relation to a candidate at an election in any group
representation constituency — an amount equal to $4.00 for each
elector on the register for that constituency divided by the number of
candidates in each group nominated for that election; or
(b) in relation to any other candidate — an amount equal to
$4.00 for each elector on the
register.
The previous maximum limit for expenditure was $3.50 per
voter in the constituency. That’s going to work out to a difference of $5000
more for every 10,000 voters.
And here is an amendment that all parties should alert themselves to: The
ballot paper will now contain photographs of the candidates. If you don’t
provide a candidate’s photo within the time and in the manner and form provided
by the Returning Officer, the ballot paper will not have your photograph in it.
Form 12 of the First Schedule of the Parliamentary Elections Act has been
amended by the Prime Minister. Take a nice photograph of yourself (preferably
photoshopped).
