Correct. Lack of enforcement. I know of a few fathers who had to pay alimony but defaulted and disappeared after a few months, leaving their ex-wives and kids high and dry. One guy is in BKK now. Another in China. Also know a chap (a director in a GLC) who quit his job before he obtained a divorce so that he can plead for no child support on grounds of unemployment.

That is why its very important for women to be financially independent. You can get babies without the husband because that is their main desire. for men, its sex that drives them.

No kid chooses to be born. Why should the kid pay for the foolishness of its parents?

Every child is a potential resource to society. Society should at least look after the welfare of the child, and of the mother insofar as maternal welfare benefits the child's upbringing. Not talking a life of luxury here, just basic needs like food, shelter, basic education, healthcare ... so that the child can grow up and contribute back to society.
