I stopped and looked at the man, who was with two female friends.
They were enjoying themselves, not knowing that what they had done could harm the public. Dogs should be on a leash at all times in public places, especially in parks where children are playing. If a dog bites someone, the owner is sued for legal liability.
What happens if a dog urinates, or is sickly or infected with rabies or other diseases? It could affect someone who takes a swim in the sea and who may return home and spread the disease to family members.
Are dogs allowed in the waters of our beaches? I think they should not be. There should be signs saying so and penalties spelt out with fines indicated.
