I doubt it. I believe the PAP govt has manipulated the weather so that every Aug 9 (at least in the evening) doesn't rain.
 
KNN it will be rather interesting to have sudden thunderstorms and lightings during parade inspection KNN if is before or after will make no difference as the most is cancelled only KNN
