I don't normally look to Stphen Chow for political inspiration but towards the end of King of Beggars, his character (So) makes a very pertinent point to the Emperor. When asked what he wants as a reward for saving his throne, So decides to remain the king of beggars. The Emperor then expresses concern that So would have too much influence over the common people. So then says that the number of beggars in the country depended on how well the Emperor cared for his people. 'If people have enough to eat and a place to live, they would not want to beg....'

In the same way, the people would not rise up in bloody revolt if they have a peaceful way to change things, something in the control of the Papzis.
