Do Visa and PayPal charge you concurrently ?

We know banks would normally charge you 3% if you accept payment via Visa. Now if you accept payment via PayPal, which charges a maximum of 3.9%, and money is deducted from the buyer's Visa to his PayPal account, will the Seller be charged twice ?
 
Buyer pays Seller via paypal -> paypal settle with visa to obtain the $ from buyer.

Seller withdraws the $ from paypal (less transaction fees to paypal).

Therefore, no double charge to Seller.

Above is based on actual transactions with paypal.

But any transactions with Visa will warrant a fee. In your case, PayPal settles with Visa, which means PayPal pays Visa ?

Buyer xfer $100 -> Visa
Visa xfer $100 (less transaction fees) -> Paypal
Paypal xfer $100 (less transaction fees) -> Seller

As far as the Seller is concerned, it's a single transaction fees from Paypal. In other words, Seller does not deal with Visa - answering your original question of "will the Seller be charged twice ?"

Yes, the rates between Paypal and Visa is definitely very very low, due to the millions of transactions per month.
