Ah, but Covid's real scientific name is SARS-CoV-2, which is a version 2.0 of the original SARS.

Also, back in the day, the technology wasn't as advanced as it is now. No Bluetooth, no QR codes, no smartphone apps etc. There wasn't an opportunity to implement high-tech surveillance measures.
