It should be written (with addition of "ANNUAL") as... annual cleaning in March 2013, or spring cleaning in March 2013, or March 2013 spring cleaning.

good to clarify that the Annual cleaning is the one that refers to the ceiling (high rise) whilst all the others are low rise and encompasses both at one go to tie-in with the annual one :*:
