Did NTUC Income mis-project Eldershield future payouts?

I am not saying that an insurer cannot set aside such a pool of money. I am questioning the sudden spike, as compared to previous years.

Page 4 - Transfer to surplus for future distribution (164.3) million for 2011; (31.0) million for 2010. Note the sudden spike in 2011.

Note: This is about 530% increase!
