U are right in that if Lee Con You was the Prime Minister of Singapore, then Kwa Geok Choo was undoubtedly the first deputy prime minister. SHe accompanied him on many of his foreign visits and wrote many of his speeches. She was his confidant, reflective tool, and hence a very important influence on him.
