- create an obedient unquestioning, docile domesticated people

- state controlled media constantly dishing brainwashing propaganda and self praisings

- create a climate of fear

- legalize all forms of corruption, cronyism, abuses etc

- use rogue laws and kangaroo courts to stamp out all dissent, shut the people up

- proceed to plunder taxpayers and nation's money
