The promotion is small compensation, indeed very insignificant, for the loss of his limbs. Certainly, someone was negligent for the accident that caused the loss of his limbs. No information on how it happened and who was responsible for it.
Surely if he had a choice, he would have wanted his limbs back rather than sitting in that wheel chair for the rest of his life.
