When Trump mentioned his desire to "buy," I believe he wasn’t planning to pay Denmark directly but rather to offer every Greenland citizen cash ranging from $10K to $100K. After making such an offer, the citizens might feel appreciative, and he could then initiate a referendum asking them to join the US.
