I think the map is wrong. It maps the home address of a Dengue patient and hence you wouldn't see SAF training areas or Changi Airport being dotted.

Clusters? That's pretty much the whole Island. The areas where there are no clusters are the places which are not residential eg Changi airport, Jurong/Tuas Industrial zones and the catchment area.
