一六年立法會選舉後,選舉事務處一直隱瞞遺失葵青區一份選民登記冊。
選舉事務處繼前年特首選舉期間失竊兩部載有全港選民資料的手提電腦後,近日再爆出遺失選民登記冊醜聞!二○一六年立法會選舉後,新界西葵青區其中一個票站載有八千名選民資料的登記冊遺失。消息指,廉政公署調查選舉種票期間,選舉事務處才發現有選民登記冊遺失,但至今兩年半以來,該處一直隱瞞事件,不但無報警處理,更沒有知會相關政策局及個人資料私隱專員公署,亦未有通知受影響選民,直至有傳媒查詢踢爆後,該處才向私隱公署備案,做法惹來社會各界炮轟離譜,更質疑事件背後有政治陰謀干預選舉,或有人從中得益,表明會追究責任。

消息指,一六年立法會換屆選舉後,廉署調查選舉種票,要求核查選民身份而開封相關票站的物資,但當時未能找到葵青區「偉盈」選區的選民登記冊,同時有關選舉物資點算表格也遺失。相關選民登記冊內,載有前往該票站投票的選民個人資料,包括中、英文全名、身份證號碼、登記住址等,並有記號顯示是否已投票。根據法例,由相關選舉日期起計算,與選舉有關的文件須保存最少六個月,然後將其銷毀,意味選舉事務處在選舉後半年內已知悉遺失登記冊,但一直隱瞞沒有向外公布。

票站疑為青衣邨何澤芸小學

政制及內地事務局亦於昨日下午發表聲明,指得悉選舉事務處至今仍未尋回相關的選民登記冊,表示高度關注,並責成處方於一星期內盡快完成相關核查和搜尋工作,有結果後立刻交代。局方亦指示處方向個人資料私隱專員公署備案,並向公署表示盡快採取措施通知受影響選民,和減低事件可能造成的損失。

個人資料私隱專員公署昨日證實,於本月四日晚上收到選舉處就遺失選民登記冊的備案。私隱專員黃繼兒指,選舉處仍未證實有關資料已遺失,故事件尚未確定為資料外洩事故,若有關資料最後證實遺失,公署會立即展開循規審查,以取得更多與事件有關的事實及詳細資料。

廉署發言人表示,根據政策,廉署一般不會評論個別事件,重申廉署負責執行《選舉(舞弊及非法行為)條例》,在調查過程中,如有需要,廉署會向選舉事務處要求查看選民登記冊,並會視乎相關調查的結果考慮是否需要採取進一步行動。
