The original licensee must not carry on using the software after the sale, otherwise it will be infringing copyright. It must make its own copy
of the software “unusable”. Technical protection measures may provide some help, but in practice it will be hard for Oracle and other software houses
to be absolutely sure whether the original customer is still using in parallel with the acquirer of the second-hand copy.

It is cumbersome and inefficient to have two ministers, minister of state and parliamentary secretaries to helm one ministry. Save some serious dough by getting rid of the unnecessary appointments.

parliamentary seats are fixed to population, not size. USA not like that ?

in UK, it is 1 MP to 40-50K people.

Difficult to equate absolute figures like these across international borders especially between normal countries and city states like Singapore. In a city state where distances are closer, a constituency should be able to support a larger population.
