It is cumbersome and inefficient to have town councils. It is another layer of bureaucracy that achieves nothing for residents but adds costs to residents. So, residents are paying the wages of PAP members. If the PAP wants to have town councils, the operation of the town councils should come out of the paychecks of the MPs.
The economies of scale that was once enjoyed when maintenance and care of the estate was carried out by a central agency was given up so to gain political advantage for the PAP.
