It is cumbersome and inefficient to have town councils. It is another layer of bureaucracy that achieves nothing for residents but adds costs to residents. So, residents are paying the wages of PAP members. If the PAP wants to have town councils, the operation of the town councils should come out of the paychecks of the MPs.

The economies of scale that was once enjoyed when maintenance and care of the estate was carried out by a central agency was given up so to gain political advantage for the PAP.

Town councils were set up about 30 years ago not for efficiency. It was meant as a political tool to show the constituents that opposition party did not have the competency to run it.

in UK, it is 1 MP to 40-50K people.

all government resources are at the national level. opposition constituencies have no money to fund any programs at the local level. local politics prevail. GRC another masterstroke. absolutely brilliant move. machiavellian policies. PAP are damn cunning and scheming to the people. nothing is ever truly done in the interests of the people. sigh...

They need to have all these levels, organizations, grand sounding titles, etc because after they satisfy the "needs" of the first tier, they need to satisfy the second tier, and then the third tier and then the fourth tier, etc, such that the fellow who helps them to distribute flyers and the free nasi lemak also thinks that he has a chance of becoming an elite.

Of course the reality is that he won't, but he will keep believing.
