Covid-19 outbreak : Which country is responsible?

The question is which country is responsible. Nobody knew where it started as there are reports that people are dying with COVID-19 like symptoms in the US as early as October. What we knew is that China reported it. After that, they did a locked down but the world chose not to.

If someone gets hit by a car and told you the car is going your way and you did nothing, you are responsible for your own injury.

We still have to hold the driver responsible for the killings
 
Virus can occur anywhere. The Indons eat bats too. Virus could break out there. Likewise it could happen in South America.

God knows, some other form of virus may break out in America.

So, what is your solution?
