Iran has publicly demonstrated a modification kit that can convert unguided ground-to-ground rockets into guided weapons. According to Iranian TV News, this "Rabeck" kit is similar to the guidance equipment used by Iran's Fatah 110 solid missile. There are two pairs of triangular pneumatic control surfaces. On the Fatah 110, guidance conditions are installed between the rocket engine and the warhead. From the appearance, they can be adapted to the 610 mm "Zezal" heavy artillery rocket.

Iran's progress is very worrying for Israeli military experts. Iran-backed Hezbollah has 150,000 rockets that can be used to attack Israel. Most of these rockets are uncontrolled. "Iran has done many years of retrofitting work, and they have demonstrated the Fatah-110 retrofit kit," said Israel Times missile defense expert Uz-Rubin.

以色列的担心是有道理的。真主党曾经在黎巴嫩一侧向以色列发射大量火箭弹。如今以色列需要担心真主党大量发射制导型武器来袭击以色列的战略目标，例如油库、精炼厂和军用机场。如果这些火箭具有机动能力，以色列的铁穹系统可能无法拦截。
沙特阿拉伯也有同样的担忧。也门胡赛武装曾经用大规模无人机和巡航导弹破坏了沙特拉拉博的石油设施。但美国和沙特都怀疑这些武器是从伊朗起飞的。
